John Kasich, le républicain modéré
Originaire de Pennsylvanie, dans une ville ouvrière de la banlieue de Pittsburgh, c’est pour ses études qu’il déménagea en Ohio, qu’il n’a plus quitté depuis. Sa carrière s’est faite dans l’ombre d’un sénateur de l’Etat, Buz Lukens, avant qu’il ne devienne sénateur lui-même, toujours au niveau de l’Etat, puis député [Representative] au niveau fédéral, entre 1991 et 2001. Il doit une grande partie de sa notoriété à une émission sur Fox News, dont il a été la vedette : « Au cœur du pays avec John Kasich. »
Medicaid
La base politique de John Kasich est très conservatrice : c’est le Tea Party qui constitue le soutien le plus fort du gouverneur, un groupe ultra-conservateur. Pourtant, il n’a pas hésité à surprendre tout le monde en acceptant en 2013 une extension de Medicaid dans son Etat, avec un financement fédéral et donc un encouragement à l’impôt. Une telle décision, qui déclencha la fureur de sa base, aurait pu lui coûter son siège l’année suivante. Il n’en fut pourtant rien et John Kasich fut réélu.
Une foi profonde
Le gouverneur explique lui-même que sa volonté d’aider les plus pauvres est portée par sa foi en Dieu : "J’ai eu une conversation avec un député de l’Etat", rapporta-t-il un jour. "Vous me dite que vous êtes opposé à un gouvernement étendu et je suis bien d’accord avec vous. Mais je suis également un homme de foi. Or, quand vous allez mourir et rencontrerez Saint-Pierre, il ne vous demandera probablement pas ce que vous avez fait pour diminuer l’influence du gouvernement. Mais il vous demandera certainement ce que vous avez fait pour les pauvres ? Vous feriez mieux de préparer une réponse qui tienne la route."
Réforme fiscale
La fiscalité a toujours été le dada de John Kasich, qui écrivit une grand epartie du projet présidentiel des républicains en 1992 et 1996. Lorsqu’il était député, Newt Gingrich lui avait confié la présidence de la commission du budget. Sa principale priorité en tant que gouverneur a logiquement été de réformer la fiscalité avec une loi qui a réduit de moitié les impôts des sociétés et de 20% les impôts sur le revenu. La TVA a également été diminuée, passant de 5,5 % à 5%. La perte de revenus pour l’Etat fut transférée sur les bénéfices des compagnies pétrolières, dont les taxes passèrent de $0,20 le baril à 4%. Cette loi a été très critiquée, y compris dans son propre camp. Pourtant, il s’est attaqué un déficit annoncé de $8 milliards sans augmenter les impôts et les a même fait baisser de $3 milliards.
Un modéré
Bien que sa base soit très conservatrice, John Kasich est lui-même très modéré. Outre le soutien à l’extension du programme Medicaid, qui apporte une protection sociale au plus démunis, il est également favorable au programme d’éducation Common Core, alors que celui-ci est la bête noire de la très grand majorité des républicains. Il s’est également prononcé en faveur d’une politique bienveillante en matière d’immigration et est même favorable à l’octroi de la nationalité aux clandestins, ce qui doit être unique parmi les candidats républicains. Son côté modéré n’en fait pas un homme facile pour autant : il est célèbre pour ses accès de colère et on dit souvent qu’il parle avant même de penser.
